pub(crate) fn is_record_meta_key(key: &[u8]) -> bool

Returns whether a key is a JSON object with a version field, i.e. whether it may have been written as a RecordMeta key.

A RecordMeta key that cannot be decoded may come from an incompatible version of the log store, so the reader must not treat such a key as a foreign record.
